I am a Partners in Policymaking Graduate. Their courses are free and online. This originated out of Minnesota to help parents of children with disabilities learn and effectively use the laws allowing them to keep their rights.

One of these free?courses "Making Your Case" teaches you how to access policymakers and present your CASE to them so they will listen. It is very effective.
